Microsoft flight Simulator (gaming computer)?

I want to buy, or build a computer for microsoft flight simulator. I want to spend the least amount of mony possible to be able to run this game full speed with graphics maxed out. I have yet to see a computer that can do this and still keep the frame rate above 20-25fps. Microsoft flight Simulator (gaming computer)?
